Penalty Points System of driving licenses (Kuwait)

 

KUWAIT: According to the traffic department, 860 drivers' licenses were suspended in the first three months of this year for accruing too many penalty points. Director of the Traffic Department Maj Gen Yousuf Al-Khaddah *asked all traffic departments in the six governorates to be strict in suspending driving licenses that exceed the number of penalty points*, according to Public Relations and Traffic Awareness Officer Lt Col Abdullah BuHassan.

 

--- He stated that *90 traffic violations are included in the points system* and further explained that: 

*the first suspension will be for THREE months if the violator exceeds 14* points,

*second suspension will be for SIX months if the violator exceeds 12* points,

*third suspension will be for NINE months for exceeding 10* points,

*fourth suspension will be for a YEAR-LONG for exceeding 8* points, and

*for over 6 points, there would be a permanent revocation* of the drivers’ license.

 

According to BuHassan, *the suspension of a license will be indicated on the Kuwait Mobile ID app*, which signifies the offender cannot drive the vehicle. The license can only be permanently cancelled with the department director's consent. Traffic tests must then be taken by the offender as if it were their first time.

 

--- According to BuHassan, *the maximum number of points for a violation is 4 points, which includes reckless driving, running a red light, and exceeding the posted speed limit by more than 30, 40, or 50 kilometers*. The *use of a cell phone while driving carries 2 points* penalty. According to him, points for moving violations that fall below the threshold that necessitates suspension *will be removed from the system one year after the payment of the fine*.

 

According to BuHassan, the traffic department receives grievances about violations, both direct and indirect, and in the event that a citation was issued inadvertently or maliciously, the director of the department in charge of investigating violations will have it revoked and it will no longer be recorded in the system.
